Special Needs & Inclusion Services
Harper and Palatine Park District do not discriminate against eligible residents for participation in programs on the basis of a disabling condition. Residents with special needs should notify staff when registering so that smooth inclusion may occur. In addition to the programs listed in the program catalog, the Park District provides specialized services for people with disabilities through NWSRA. Those who are hearing impaired can call Illinois Relay Services at 800.526.0857 for assistance in filling out registration forms.
If a program does not reach its minimum number of participants seven days prior to the starting date of class, beginning Monday, September 3, it may be canceled. If a class is canceled, participants will be called and have the option of transferring to another class or receiving a refund.
Any behavior deemed unsafe or disruptive will not be tolerated. Violators, as well as any person who exhibits signs of an impaired condition due to alcohol or drugs, will be asked to leave the building.
Scholarships are offered to residents for reduced program rates according to financial need. Application forms are available at Birchwood Recreation Center, Community Center, or Falcon Park Recreation Center. Contact Donna Orr at 847.496.6240, or by email at email@example.com.
For insurance purposes, all HRC programs and activities require a signed waiver. All adult (18+) participants must sign the waiver. Children under 18 must have waivers signed by a parent or legal guardian. Patrons will not be able to participate in classes or programs if the waiver is not signed.
Walk-in registrants receive a receipt immediately. Online registrants may print a confirmation at the time of registration.
Class Full • If the class is full, you will be placed on a wait list.

Within 24 hours of being contacted, payment can be made online or at Community Center, Birchwood Recreation Center, Falcon Park Recreation Center, or Health and Recreation Center.
Transfer or Refund • If you wish to be transferred to an alternate class or receive a refund or household credit, fill out the appropriate form:
HRC Guest Access Guidelines
Guests must be 18 years or older to access the HRC unless participating in an instructional program, special event, or utilizing the pool. All children 13 and under are to be escorted to the HRC Welcome Desk by a parent/guardian. Convenient drop off parking is provided just outside the HRC (building M) main entrance.
All HRC program participants will be issued a key fob which will be presented and swiped at the Welcome Desk with each visit. Parents/guardians that are not members of the HRC but wish to walk their children beyond the Welcome Desk will be issued a non-member key tag.
It is recommended that parents visit the HRC or any Park District facility prior to the first day of class to obtain key fobs. This process will include creating a household file including photo ID & signed waiver.
Non-participating youth and parents (guests) are restricted to public areas of the HRC, which include the upper level lobby and the natatorium spectator seating that overlooks the pool.
When not participating in a supervised aquatics program, children under 10 years old must be accompanied by an adult while visiting the HRC. This policy also applies to Open Swim.
Withdrawal & Refund Policy at Health and Recreation Center
Aquatics Programs at HRC
To submit an aquatic refund request, an Application for Withdrawal Form must be submitted. The form can be downloaded from palatineparks.org or can be picked up at Community Center, Birchwood Recreation Center, or Falcon Park Recreation Center, and HRC. Telephone requests will not be accepted.
- All approved refunds will be applied as a household credit unless otherwise requested on the Application for Withdrawal Form.
- If requested, approved refunds will be made via check for cash or check payments, or will be refunded back to the original card number used for credit card payments. Please note, refunds via check can take 10–21 days to process.
- Approved refunds of less than $10 will only be processed as household credits.
- Refunds are not given for special events, trips, or one-day programs unless the event is canceled by Palatine Park District.
- Refunds are not given for passes or memberships.
- Some programs have separate refund policies which will be noted next to the program information.
Dance, Fitness & Sports Programs at HRC
A 100% refund will be given for any program cancelled. A 100% refund will be given if a patron submits a Program Refund Request Form to the Welcome Desk at the Health and Recreation Center prior to the session registration deadline. A partial credit will be given for the following two reasons:
- Medical issues along with a written note from a licensed practitioner.
- Program not appropriate for maturity/ability of participant along with verification from the program coordinator.
Partial refunds are based on the value of classes not attended, must be submitted within one week of the last class attended and require participant to submit a Program Refund Request Form. Late/prorated registrations are not eligible for refunds/credits.
Participants that wish to transfer to another program within the same session need to submit a Program Transfer Form at the Welcome Desk. Transfers need to be approved by the coordinator before the participant can attend a different class. Transfers are not allowed from one session to another.
Timing of Requests
A full refund will be processed for approved requests received ten days prior to the start of the program. Approved requests received less than ten days prior to the start of the program, but still prior to the third class meeting, will be issued a refund of 50% of the registration fee. Program and other non-refundable materials will be deducted from the refund total.
Medical Refund Requests
A certificate from a physician is required for medical exceptions. Approved medical exception refunds will be prorated from the time the request is received. Medical exceptions cannot be processed after the class has ended.
